In a significant step toward strengthening child protection systems in Tanzania, Railway Children Africa (RCA), in collaboration with the Government of Tanzania and with the support of the Foreign, Commonwealth and Development Office (FCDO), officially launched the Social Welfare Service Desks (SWSDs) across 14 transport hubs in 12 regions.

The launch event, held at Magufuli Bus Terminal in Dar es Salaam, was graced by Hon. Dr. Dorothy Gwajima (MP), Minister for Community Development, Gender, Women and Special Groups, who officiated the ceremony on behalf of 13 other SWSDs nationwide. The event brought together more than 200 stakeholders including local government officials, social welfare officers, law enforcement agencies, community-based organizations, business vendors, and youth representatives, each united in their commitment to building safer, more responsive communities for vulnerable community members.
A Lifeline at the Terminal
Transport hubs such as bus terminals are often where vulnerable community members who are at risk of violence, exploitation, abuse and homelessness first appear. The Social Welfare Service Desks provide a critical point of early identification, protection, and referral for vulnerable people who are lost, stranded, or in distress. These desks act as both safe spaces and intervention points, staffed by trained Social Welfare Officers and supported by multidisciplinary teams.

Dr. Gwajima emphasized the importance of inter-agency collaboration in protecting children at every level. “These desks represent a powerful, people-centered approach to social protection, ensuring no child is left behind,” she said during her keynote remarks.
Standard Operating Procedures (SOPs) for Long Term Impact
The simultaneous launch of the Standard Operating Procedures (SOPs) ensures that the desk is not just a structure, but a living document, embedding dynamic safeguarding mechanisms in the transport system with built-in accountability.

By launching the SOPs alongside the desks, RCA and government partners aim to promote sustainability, efficiency, and accountability, ensuring that the services offered are consistent and impactful over time.
A Model for Scaling and Replication.
The Social Welfare Service Desks are already proving to be a scalable model for community level protection. With lessons learned from Railway Children Africa’s previous initiatives in key transport hubs, this new launch signals a deepening commitment to child-focused service delivery, especially in high-risk urban settings.
As the desks begin fully operation, RCA will continue to work closely with local and national partners to ensure continuous capacity-building, monitoring, and improvement of services.
